Dear Mr. Keppler:
This letter serves as the final report for Unit 1 only pursuant to 10CFR50.55(e) concerning motor operated valve (MOV) stem keys that are too long.

Pelke of your of fice was notified on January 11, 1984, by Mr. B. D. Walrath of The Cleveland Electric Illuminating Company that this problem was being evaluated.
An interim report on this subject was submitted February 10, 1984. This report contains a description of the deficiency, an analysis of safety impli-cations, and the corrective action taken.
Description of Deficiency The Borg-Warner Fluid Controls Division has supplied MOV motor operators with stem keys that are too long, extending beyond the adapter yoke. When the mounting bolts are torqued, the keys are forced against the key retainer plate causing indentation and distortion of the retainer.
Analysis of Safety Implications Large distortion of the upper key retainer could cause increased operating torque requirements and may impair operability of the valve.
Failure of a valve to operate, depending on its function, could constitute a significant event.

June 14, 1984 Mr. ' James G. Kippler Corrective Action All Unit 1 valves supplied by Borg-Warner which utilize stem keys have been inspected for the subject condition. Three valves with discrepant stem keys were identified on Nonconformance Reports as described in our interim report.
No additional cases of improper stem keys were found. The three discrepant valves have been repaired and the corresponding Nonconformance Reports are closed out.
The indeterminate status of the Unit 2 Borg-Warner valves which utilize stem keys has been documented on Nonconformance Report OPQC 727.
We will contact your office by December 13, 1985, concerning scheduling of the inspection of Unit 2 valves.
