Qtt.REQU.CER_MlHIMUM RCS, ELQ,W,,, RATE LIMLT..,TO SUPPORT lNGflEAQlRSTEAM GEHERATOR TUBE PLUGGING LEVEL IAC N_Q MR2AE0 By letter dated January 8,1992 (Serial No. 92 018), Virginia Electric and Power
-Company requested changes to the Technical Specifications for North Anna Power
- Station Unit 1, The requested Technical Specification changes allow a reduction in the min; mum measured reactor coolant system (RCS) flow to accommodate the interim
' system effects associated with the extended steam generator tube plugging as a result 1
of the current Unit 1 mid-cycle inspection outage,~ The proposed reduction in RCS flow.
rate will remain effectivo for the remaining operating period until the North Anna Unit 1 steam generators are replaced in 1993.
'In as much as the steam generator tube inspections are continuing and tne actual tube k
plugging levels are not known, prudence requires that we cover the uncertainty in the.
I range of possible steam generator tube plugging and RCS flow rate measurement results; Thereforo, we are preposing to revise our Technical Specification change request, submitted on Jantiary 8,1992 (Serial No,92 018), with a request to further reduce the minimum total RCS flow rate to 268,500 ppm. The attached safety-
- evaluation supplements the evaluation provided in our criginal submittal.
This i.
en!uation effectively _ takes credit for the 5% reduction in. Rated Thermal Power discussed in our request for license amendment, submitted January 28,1992 (Serial No.92-042).-
The proposed Technical Specifications changes are prest nted in Attachment 1. A discussion 'of the proposed changes is.provided in Attachment-2, and a safety 7
-evaluation-is provided in Attachment' 3.
This request has baan reviewed and L
approved by-the Station Nuclear Safety and. Operating Committe9 and the n
Management Safety. Review Committee. It has been determined that this request does
- not involve an unroviewed safety question as defined in 10 CFR 50,59. Our January fi, 1992 submittal provided our evaluation for the determination that the proposed-change does not involv9'a significant hazards consideration as defined in 10 CFR r'

50.92. In our ovaluation, this proposed supplemental charigo does not change the no significant hazards consideratien determination as provided in the original submittal.
North Anr.a Unit 1 is currently scheduled to conclude the steam generator inspections and commence unit startup on March 9,1992. Approval of this Technical Specification change request is required prior to startup for continued operation of North Anna Unit 1, Cycle 9. We request your approval of those pra,10 sod Technical Specifications changos prior to this scheduled startup dato.
