Included in Reference 1 was Supplement 1 to RXE-88-102-P, TUE-1 DNB Correlation. This supplement extends the applicability of the TUE-1 correlation to the Siemens 0.360" 0.0,, - mixing vane fuel design.

This fuel design was originally planned for use beginning with Unit 1 Cycle 3.

Due to changes in the proposed Siemens Cycle 3 fuel design, TU Electric withdrew its request for NRC review of the supplement (see Reference 2).

Since that time, licensing constraints associated with the new Siemens fuel design have caused TV Electric to continue the use of Westinghouse fuel through Unit 1 Cycle 3 and to reschedule the original Siemens fuel design

(.360" mixing vane) for Unit 1 Cycle 4.

On November 21, 1992, per phone converation with Mr. T. A. Bergman and Dr. R. C. Jones of the NRC, TU Electric advised the staff of the need for submitting a supplement extending the applicability of the TUE-1 DNB correlation to Siemens fuel and committed to provide this supplement by March 1992. As a result of rescheduling the original Siemens fuel design, the supplement to RXE-88-102-P submitted in Reference 1 is applicable to CPSES, Cycle 4.

Therefore, in lieu of submitting a new supplement to RXE-88-102-P, TV Electric requests that the NRC review and approve the supplement to RXE-88-102-P previously submitted in Reference 1.

e TXX-90060 Page 2 of 2 Since this is simply an extension of the previously subrMtted TUE-1 DNB correlation, review of this supplement concurrent with RXE 88-102-P is appt opriate and may 'ninimize required resources.

TV Electric requests that the NRC review and approve Supplement 1 to RXE 88 102 P by December 1992 in order to support the licensing of Unit 1 Cycle 4.

Per Reference 3, the NRC issued a schedule for completing the review of TO Electric Topical Reports previously submitted.

TV Electric is basing the scheduling and management of resources according to that schedule in combination with the requested approval date for Supplement 1 to RXE-88 102-P.

If these schedules cannot be achieved, please notify TV Electric as soon as possible so that the impact on TV Electric licensing plans can be assessea.
