Dear Mr. Keppler:

This letter serves as our final report pursuant to 10CFR50.55(e) concerning the lack of rear bracing panels in several vertical sections of two Class 1E 125 volt, direct current motor control centers (MCCo) furnished by Eaton Corpora tion. Our evaluation per DAR 185 of this condition was first reported by Mr. P. Martin of The Cleveland Electric Illuminating Company to Mr. McCormick-Barger of your Region III office on May 8, 1984.

This report contains a description of the deficiency, an analysis of safety implication and the planned course of action for completion of our evaluation for significance.

Description of Deficiency Eaton Corporation supplied thirty-one (31) Class 1E 125 volt DC and 480 volt AC Motor Control Centers to the Perry Nuclear Power Plant (PNPP), Units 1 and 2.

On April 27, 1984 Eaton Corporation informed PNPP via a letter that there was a possibility that several MCCs built at their Chicago Plant in 1981 were shipped omitting the bolted rear bracing panel, and requested that we inspect all McCs for this panel. On May 3, 1984, an on-site inspection of all Class 1E MCCs was conducted to deternine if a rear bracing panel had been installed by Eaton Corporation in accordance with their letter.

Two MCCs, 1R42S0015 and 2R4250015, were found to be lacking the bracing panel in six vertical sections of each MCC.

The remaining twenty-nine (29) MCCs were found to have the panel in all their sections.

Analysis of Safety Implication The rear bracing panels in the two 125 volt DC MCCs are provided to ensure their integrity during a seismic event.

Failure of either MCC would render various Class 1E 125 volt loads, such as station batteries, their associated chargers and switchboards as inoperative.

perform the installation of these bracing panels under the supervision of Eaton Corporation personnel.

It is presently expected that this will be completed by July 27, 1984.
