VIRGINIA ELECTRIC AND POWER COMPANY-NORTH ANNA POWER-STATION UNITS 1 AND,.2 RESPONSE TO -INSPECTION - REPORT 50-338&339/91-25 SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCf.

Virginia Electric and Power Company has reviewed the initial report, dated January

13,1992, on the Systematic Assessment of Licensee Performance (SALP) for the period of September 1,1990 through November 2,1991 for North Anna Power Station and has no specific comments. As we have noted in the past, we consider the SALP-process to be a very useful and_1mportant tool for both the NRC and Virginia Electric-and Power Company in assessing and improving performance and safety at our nuclear stations.

4 lThe recognition of the strengths noted in the report was_ appreclated, and we are committed to' bu!Iding upon those strengths. Also, we will make every ' effort to strengthen our performance in those areas where challenges were identified. In the area of Plant Operations, efforts are underway to increase operator awareness, assess

- and improve work practices, improve procedure quality and provide additional training

. In the. area of Engineering / Technical Support, to improve human performance.

Engineering management will continue to focus on proper implementation of design :

modifications. -Procedures affected by modifications will be upgraded in a: timely manner. In the area of Ma:ntenance/Surve:' lance, we are pleased with the many:

improvements that were noted in the SALP report. The station' surveillance program implementation will receive additional review ind management attention in-areas Lwhere improvement can be realized. It is our intention to provide periodic status to you
