SUPPLEMENT TO LICENSE ANENDNENT APPLICATION FOR ELININATION OF SELECTED RESPONSE TINE TESTING FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric & Gas Co. (PSE&G) submits the following supplemental information relative to a previously submitted license amendment request, transmitted to the NRC via letter LR-N95040, dated March 30, 1995.

This amendment request involved elimination of selected response time testing (RTT) requirements from Technical Specifications, and associated Bases changes.

Specifically, the RTT requirements to be eliminated included:

1) the instrumentation loop RTT for the Emergency Core Cooling System and Isolation Actuation Systems (except Main Steam Isolation Valve actuation and radiation loops for Secondary containment Isolation) and 2) the sensor RTT for selected Reactor Protection System signals and the Main Steam Isolation Valve (MSIV) actuation instrumentation.

The proposed Technical Specification changes are supported by the analysis documented in General Electric (GE) Licensing Topical Report (LTR) NEDO-32291, " System Analysis for Elimination of Selected Response Time Testing Requirements."

This analysis demonstrated that other periodic tests required by Technical Specifications (i.e., channel calibrations, channel checks, channel functional tests, and logic system functional tests) ensure that instrument response times are within acceptable limits.

An NRC Safety Evaluation Report (SER), approving the GE LTR NEDO-32291, was issued on December 28, 1994.
