Dear Mr. Denton:

Section 13.5.3 of the Catawba Safety Evaluation Report discusses License Condition 26, Modifications to Emergency Operating Instructions. On April 14, 1983, Duke Power provided a response to Supplement 1 to NUREG-0737 which included a description of the Emergency Procedure Upgrade Program for Catawba. Section 6.2.1 of that response described Duke Power's plans for incorporating the Westinghouse Emergency Response Guidelines (ERGS) into the Catawba Emergency Procedures.

On March 29, 1984, representatives from the Westinghouse Owners Group made a presentation to the NRC Staff describing the differences between the Basic and Revision 1 ERGS.

The attached document describes and justifies the safety-significant deviations between the Catawba plant-specific Emergency Procedure Guidelines (ERGS) and Revision 1 of the Westinghouse Owners Group ERGS.
