, On May 24, 1984, I was present ,at the Limited Appearance Session held i in the Conference Room of the BB&T Building in Charlotte, North Caro-1 lina. I had intended to make a brief statement at the conclusion of 1

the comments by those who had signed their names to the list earlier j .in the evening. Unfortunately, the~ Hearing was adjourned without j hearing any additional comments and I would respectively submit this l brief statement in connection with the prop'osed Emergency Plan which l

i I am currently a member of the North' Carolina House of Representatives

, and several years ago I was the Chairman of the Intergovernmental Liai-son. Committee consisting of representatives from the Legislative Dele- ,

j gation, the City Council, County Commiss. ion, the' School Board, and the

small towns in Mecklenburg County. One of the matters which came f

before us at that time was~'the consideration of an.All-Hazards Plan for i Meck1'enburg County and during the course of those considerations wei

worked with the Office of Emergency Management. in developing a' plan

which would appear to address any hazard or emergency which might

! arise-in this area. 'Particular attention _was paid to the-possibility of an emergency at'the McGuire Nuclear Plant in Mecklenburg County and

a very thorough study was done with input from many individuals ^ from l varying. backgrounds and experiences. In my. view the All-Hazards ~ Plan,

j which is still in effect in Mecklenburg County'and which is admints-

-tered by the'0ffice-of Emergency Management,;was entirely adequate to deal with any emergency which might arise as a result'of the operation ~

Based upon the:information which was made available to me at:that time,

I was' persuaded that planning within a. ten-mile radius of a nuclear L

. e Mr. Morton B. Margulies May 29, 1984 Page Two administrative and management burden which would not be in the best interest of protecting the health and safety of the people of this community. While the risk of a nuclear accident cannot be under-emphasized, I believe it is import' ant that we keep in proper perspec-tive the kinds of safety measures which we should implement in the event of an emergency. The fact is that we can develop so many proce-dures and require so much red tape that confusion and ineffectiveness will result. A careful review of the guidelines issued by the Nuclear Regulatory Commission will, I believe, provide assurance that the All-Hazards Plan is more than adequate to protect the people of this community to the fullest extent that is practically possible.

Duke Power Company has a record of efficient management and operation, and I believe that the Company can coordinate its safety measures with the All-Hazards Plan in a way that will provide maximum protection to the people of this area.
