The subject Technical Specification Change Request revises figure 6.2.2 and Sections 6.3.1, 6.8.1, and 6.9.3.

The Technical Specification Change Request has been reviewed and approved by the Plant Review Group and the Independent Safety Review Process in accordance with Section 6.5 of the Oyster Creek Technical Specifications.

'Ihe primary reason for this change request is to submit a Plant Engineering organization which is more responsive to the continuing operations and

. maintenance needs of the Oyster Creek facility and to enhance the

. administrative capabilities of the organization.

The reorganization will achieve this by:

1 a. Reducing the number of direct interfaces to both the Plant Engineering

] Director and the Manager - Plant Engineering.

b. Provide a three Manager structure with specific responsibilities in j the areas of Operations, Maintenance, and Support.-

c. Provide direct interfaces within Plant Engineering for the related

organizations of the Oyster Creek division =and GPUN.-

i j d. 'Aasigning specific responsibility to a dedicated group for discharging-

the administrative functions of Plant Engineering.

In order to achieve the above, the following changes to the Plant Engineering organization are being proposed:

Plant Engineering" will be split into three specific areas.

Operations Engineering, Maintenance Engineering, and' Support 2

Engineering. Each of these disciplines will be headed by a respective-Manager with appropriate Technical / Administrative backgrounds and j~

j capabilities required for the existing managerial position'as specified in the Oyster Creek Technical Specification Facility Staff

the consideration that the position no longer directly supervises the activities of Fire Protection personnel. Technical responsibilities 4

remain unchanged. This position reports to.the Manager - Support

Engineering, but continues direct access to the Plant' Engineering-4 Director providing an additional level'of technical support to this

administrative _responsiblities and relinquishes this time-to the-

of technical expertise to the Plant Engineering Director.; -

iv :The'. position of Chemisty Manager no longer falls under the cognizance of Plant Engineering. Wis position now reports to theiPlant~

Operations Director and is,-therefore, deleted;from Plant Engineering. Also, it should be.noted the position now is. titled Manager - Plant Chemistry.-

Another change-that is being made within the organization at Oyster-Creek is that the position of Manager,! Radiological Controls has been upgraded to the~ Director level. -The. Technical' Specification. requirements for.this ,

position remain the same.

5. Datermination .

We; have determined that the subject change request involves no significant hazards in that operation of the Oyster Creek Nuclear Generating Station in accordance with Technical Specification Qiange Request No. 120 would not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated; or

2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or

3) Involve a significant reduction in a margin of safety.
