TECHNICAL SPECIFICATION CHAtCE REQUEST (TSCR 115)
The licensee requests that the attached pages replace the respective affected pages in the existing Technical Specificetions.
The proposed changes are as follows:
1.
TS 3.6.7 has been revised to state " bring the reactor to HOT SHUT 00,VN within seven (7) days".
2.
Table 4.1-1 Instrument Surveillance Requirements, item 2 Control Rod Drive Trip Breaker is amended to add the remark, " including shunt trip feature"

TS 6.15 Environmental Qualification hAs bden deleted.
4.
TS 6.16 Iodine Monitoring Program has been deleted and replaced with TS 6.16 Post-Accident Sampling Programs. Provisions for programs of Iodine Sampling Reactor Coolant Sampling, and Containment Atmosphere Sampling have been added.

II. SAFETY ANALYSIS JUSTIFYING CHANGE The proposed changes are administrative in nature and have no adverse effect upon nuclear safety.
1.
TS 3.6.7 has been changed to correct a clerical error since HOT STANDBY has been specified,,in error, instead of HOT SHUTDOWN.
2.
Table 4.1-1, item 2' Control Rod Drive Trip Breaker is oeing amended to add the remark " including snunt trip feature" for clarification.

TS 6.15 has been deleted since current regulations adequately cover environmental qualification requirements. At the present time, the Technical Specifications require that all safety-related electrical equipment in a harsh environment be qualified in accordance with 00R Guidelines or NUREG 0588 of Decenter 1979. As required oy tne Order of Modification dated Octooer 24, 1980, Met-Ed (and later GPUN) has pursued the qualification of this equipment and made numerous submittals which identify the electrical equipment yet to be qualified. The schedule for the qualification of'the remaining equipment is consistant with 10 CFR 50.49 as amended in' January 1983. GPUN is committed to medt the deadline of March 31, 1985 as stated in 10 CFR 50.49.

TS 6.16 is being amended to dncorporate all post-accident sampling
' programs. This fulfills th6 commitment made in the February 16, 1984 letter from H. D. Hukill to the Office of Nuclear Reactor. Regulation concerning NUREG 0737 Item II.B.3 Post-Accident Sampling [

TS 6.16 will specify three sampling programs, including NUREG 0737 Item II.F.1.2 Iodine and Particulate Sampling. This item was incorrectly identified in the February 16, 1984 letter as requiring a cnange to the Administrative Control TS. The deleted TS 6.16 described the iodine sampling program, which will now be a subpart of the amended TS 6.16.
III.
NO SIGNIFICANT HAZARD CONSIDERATIONS The proposed changes to the Technical Specifications for Three Mile Island Nuclear Station, Unit I are administrative in nature.
The proposed amendment:
1) does not affect plant design or operation and, therefora, would not involve a significant increase in the procaollity or consequences of an accident previously evaluated.
2) does not involve modifications to plant equipment and, therefore, would not create the possibility of a new or different kind of accident from any accident previously evaluated.
3) does not involve changes which would affect the safety analysis of the plant and, therefore, would not involve a significant reduction in a margin of rafety.
IV.
IMPLE!ENTATION '
The implementation of this amendment is requested to be effective 30 days r.-
after installation of the shunt trip feature.
V.
LICENSE FEE (10 CFR 170.22)
This TSCR is a Class II amendment since it is strictly administrative in nature. A fee of $1,200.00 is enclosed.
