Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No.183

'GPU Nuclear submitted the subject Technical Specification Change Request (TSCR) on February 15, 1990. The TSCR proposed-to-revise operability requirements for safety valve position-indicators. At the time,16 safety valves were installed.

Subsequently, on March 6,1991, the NRC staff approved a change in the number of

. safety valves from 16'to 9 when License Amendment No. 150 was issued.

During the recent Cycle 13R refueling outage, seven safety valves were removed.

The acoustic monitor position indicators associated with these seven safety

' valves were relocated to seven -of the nine remaining safety valves and are intehded for use as installed spares. This should improve the availability of the safety valve acoustic monitor position indicators.

As a result of the change in number of safety valves, we have evaluated TSCR 183 and have determined that the technical-basis for the proposed change is unaffected. -We conclude that the basis remains valid regardless of _ the number

,of safety valves installed.

In -addition, the current specifications and associated bases for safety valve position indicators contained in the Technical Specifications, Sections 3.13.and 4.13, as well as the proposed revised pages do not refer to a specific number of safety valves.

We encourage.the staff to-proceed with their review with the understanding that any reference to a specific 3

number of safety valves is irrelevant as regards the basis for the proposed

_ change.
