. Attached is Licensee Event Report 413/95-003 concerning FAILURE TO PERFORM -
TECHNICAL SPECIFICATION SURVEILLANCES DUE TO UNANTICIPATED INTERACTION OF SYSTEMS.
On July 27,1995, a scenario was discovered that had not been considered when our containraent -
integrity boundaries were established. An initial review identified three valves on each unit that should have been considered part of the containment integrity boundary. During the development of this Licensee Event Repoit (LER), another possible scenario was identified. Additional time is needed to consider all credible scenarios related to this event so that a final Safety Analysis can be developed. The LER will be revised and submitted by September 8,1995.
