ATTACHMENT Response to Item of Noncompliance IE Inspection Report 84-03 (DRMSP)
Violation:
Technical Specification 6.11 requires that radiation control procedures be main-tained and adhered to for all operations involving personnel radiation exposure.
Administrative Control Directive (ACD) 13.2 requires that plant staff and contractor personnel be given respiratory protection training in accordance with ANSI Z88.2-1980.
Contrary to the above, according to licensee and contractor personnel, the training specified in ANSI Z88.2-1980 was not consistently given to contractor personnel who wore respirators.
Response
Wisconsin Public Service Corporation acknowledges the non-compliance as described. The requirement in ACD 13.2 that respiratory training be given in accordance with ANSI Z88.2-1980 has been discussed with the appropriate indivi-duals involved.
The Training Department is presently performing an upgrade of respiratory pro-tection training given to contractors who require the use of respirators. This training is to be presented during the indoctrination process as contractors arrive and are identified as having the need to wear respirators on the job.
It is anticipated that these modifications to the respiratory protection training program will be completed prior to August 1, 1984, at which time WPSC will consider itself in full compliance.
