No. NPF-57 in accordance tith 10CFR50.90. This amendment request would revise the accident monitoring instrumentation section in the Hope Creek Generating station (HCGS) Technical Specifications.

A desc:iption of the requested amendment, supporting information and analyses for the change, and the basis for a no significant hazards consideration determination are provided in Attachment 1.

The Technical Specification pages affected by the proposed change -

ara marked-up in Attachment 2.

Pursuant to the requirements of 10CFR50.91(b) (1) , PSE&G has provided a copy of this amendment request to the State of New Jersey.

Upon NRC approval of this proposed change, PSE&G requests that the amendment be made effective on the date of issuance, but implementable within sixty days to provide sufficient time for associated procedural modifications.

'Ibe Suppression cumhar Water 'limperature instrumentation consists of two cimnnels of eight W=parature detectors each (plua installed spares) which are averaged electronically to provide two average inik water taperatures. 'Ibese can be read at several locaticos in, and outside of, the control rocan. In the event that one channel's averagirg circuit barrmaainoperable, the outputs of each of the tenperature detectors in that charnel can be read and averaged manmily and then comared to the Isamining OPERAKE channal in the cxmtrol room ard/or to Remote Shutdown Panel irdication of sqpressicn dumhar water tenperature.

t III. JUSTIFICATIQi Im 11IE QWCE - Omtintxxi The current 'IS Table 3.3.7.5-1 is not in agreement with either tM GE Standani TS or Regulatory Guide 1.97, Sectico 1.3.2.c. Ecg. Guide 1.97, Table 1 lists suppression p:cl tenperature instruments as Category 2 ard Section 1.3.2.c of that guide states (for Category 2 criteria) that "Ihe out of service interval should be based cn nonnal Technical Specifications for out of service for the syntaa it servm where applicable or where specified by other requiruments".

Footrote (a) of TS Table 3.3.7.5-1 specifies that " Suppression chamber water teniperature instrumentation must satisfy the availability requixuments of 'IS 3.6.2.1." and 'IS 3.6.2.1 ACTIQi c (the 'IS for the system served by the subject instruments) requires that "With one stppression pool temperature monitoring channel incperable, restaru the inoperable channel (s) to OPDWBE status within 7 days or verify suppression pool temperature to be within the limits at least once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />." 'IS 3.6.2.1 ACTIQ 1 d. permits 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> to restore at least one channel of suppression chamber water temperature indication when both channels are inoperable, s ldditionally, TS 3.6.2.1. The requested change will bring the Accident Monitoring Instrumentation TS Table 3.3.7.5-1 into agreenent with HOGS 'IS 3.6.2,1, ACTIQis c and d.

IV. 10CIPSO.92 SIGNIFICANT HA7ADIE Q1GIIMRTIGi AN71YSIS PSE&G has, pursuant to 10CFR50.92, ruviewed the proposed amentrent to determine whether our request involves a significant hazards consideration. We have determimd that:

1. The operatim of Ikre Crvek Generatim Statim (HOCS) in accordance with the pucni chame will not involve a eittnificant ircrrase in the nrtinbility or nucymnoes of an accident nrrviousiv evaluated.

'Ibe proposed amendment does not involve a physical or procedural change to any structure, cmponent or system that significantly affects the probability or consequences of any accident or malfunction of equipnent important to safety previously evaluated in the Updatal Final Safety Aralysis Report (UFSAR) . The proposal change will, in agreement with the GE Standard TS and HCCS TS 3.6.2.1, ACTION c., provide a reasonable period of time in which to restore the inoperable channel to OPERABE status while contirsuing to monitor average bulk tecperature. This proposed zwision will not affect the probability of the r m rrence of any accident and, since this proposed revision will not significantly degrade suppression pool temperature monitoring capabilities, there is to increase in the consequences of any accident or malfunction of equipmnt important to safety previcosly evaluatal, i
