Dear Sir:

In accordance with'the requirements of 10 CFR 50, Appendix E,:Section IV.F.3,

. Boston Edison Company plans to conduct a full participation Emergency Preparedness Exercise with the, Commonwealth of Massachusetts on December 12, 1991.

.Two copies of'the proposed scope and objectives for this exercise are attached-for your review.

The scope and objectives were developed utilizing the guidance provided in Mr. Lazarus' letter of June 9,1989 " Emergency Exercise Objectives and-t Scenario Guidelines".

Also included for your review is the proposed schedule for activities surrounding the exercise.

The objectives include demonstration, where appropriate, of corrective actions taken -in regard to areas that warrant-attention that have been previously-identified'during NRC inspections, emergency exercises and drills.

The sccpe and objectives are submitted in;accordance with FEMA's guidance memorandum EX-3 dated February 26, 1989.

BOSTON EDISDN COMPANY PILGRIH NUCLEAR POWER STATION NRC/fEHA EVALUATED EXERCISE 91-0-A 2.0 SCOPE AND OBJECTIVES 2.1 EXERCISE SCOPE The 1991 Pilgrim Nuclear Power Station (PNPS) Emergency e

Preparedness Exercise, to be conducted on December 12, 1991 will test and provide the opportunity to evaluate the Boston Edison Emergency Plan and Emergency Plan Implementing Procedures.

It will also test the emergency response organization's ability to assess, identify, classify and respond to emergency conditions and take appropriate actions to protect the health and safety of the public.

In most cases, participants in this exercise vary from those wno participated June 21, 1990.

The exercise will not involve activation of the Boston Edison Corporate Radiological Emergency Plan (CREP).

lhe scenario will simulate a sequence of events resulting in a e

radiological release into the environment.

This release will be of sufficient magnitude to warrant mobilization of the Commonwealth of Hassachusetts and designated local governments in response to the emergency.

The exercise will also incorporate the Station's semi-annual health physics drill.

2.2' ONSITE OBJECTIVES A.

Exercise Plannina

1. Conduct an exercise of the Pilgrim Nuclear Power Station Emergency Plan.

2. Provide an opportunity for the Commonwealth of Massachusetts, and the towns of Carver, Duxbury, Kingston, Marshfield, Plymouth, Bridgewater, the City of Taunton and the Hellelsey Department of Public Works (DPH) to partially participate in an exercise.
