In regard to our request for exemption documented in our letter of April 26, 1984, additional infonnation is being provided. We are continuing our efforts to pursue all means available to us to achieve 100% participation by the offsite municipalities in Beaver County and to reiterate the importance of participation in this exercise.
We have obtained commitments from eight (8) of the ten (10) municipalities who formerly declined to participate.
This brings the number of municipalities who will participate in the exercise to 25 of the total 27 in the Beaver County portion of our 10-mile EPZ. The two (2) municipalities who have, so far, not reconsidered are:
Frankfort Springs South Beaver Enclosed is a summarized list of justifications for our requested exemp-tion from 10CFR50, Appendix E, requiring annual full participation by state and local governments.
We appreciate your interest in this matter and will continue to actively pursue 100% participation by offsite agencies.

ENCLOSURE 1 SUMMARIZED LIST OF JUSTIFICATIONS Attachment I, the 10-mile EPZ map, is provided to graphically denote the location of the two (2) non-participating munici-palities (Trankfort Springs and South Beaver) who are located on the outer edge of the 10-mile EPZ border.
The population figures for these communities are small com-(
pared to the overall 10-mile EPZ population:
Population in EPZ Frankfort Springs 187 South Beaver 1965 This total ratio is less than 2% when compared to the overall 10-mile EPZ population.
The. percentage of the 10-mile EPZ communities and emergency response agencies who will be participating in the exercise is greater than 95%, when considering the overall participa-by the states of Pennsylvania, West Virginia, and Ohio.

- Hancock County in West Virginia, Columbiana County in Ohio, s
- and Beaver County in Pennsylvania.
Attachment III updates the training efforts in Beaver County and for each of the 27 municipalities.
Attachment IV provides copies of letters from FEMA to each state, notifying them of their successful accomplishment in
'last year's exercise, which demonstrated their ability to protect the health and safety of the public in their communities.
Frankfort Springs utilizes Hanover Township Police, Fire and Public Works personnel who will be participating in the exer-(
cise.
Therefore, their emergency workers will be participating.
a' Our requested exemption, if granted, would not alleviate our 1
responsibilites from 10CFR50, Appendix E, and any non-partici-pation by local municipalities would be resolved through the normal FEMA process.
