Pursuant to 10CFR50.90 New llampshire Yankee (NilY) hereby transmits License Amendment Request 92-01 as Enclosure 1, This License Amendment Request is distributed pursuant to 10CFR50.4.

The purpose of License Amendment Request 92-01 is to propose changes to the Seabrook Station Technical Specifications associated with a plant design- change that will elimint.:e the Resistance Temperature Detector (RTD) Bypass System which is currently used for the measurement of narrow range Reactor Coolant System hot leg and cold leg temperatures. The d: sign change will remove the RTD Bypass System piping and install new narrow range thermowell mounted fast response RTDs in the hot leg and cold leg piping.

The proposed Technical Specification changes reflect the differences in the measurement uncertainty associated with the new temperature measurement system and delete ren .ments for verification of RTD bypass loop flow.

The propused Technical Specification changes also modify the requirements for the performance of a precision heat balance to determine Reactor Coolant Syste-m flow rate by increasing the thermal power level at which the heat balance is required. The current requirements specify that the precision heat balaoce must be performed prior to operation

, above 75% of rated thermal power after each fuel loading. Westinghouse has recommended ,

that the precision heat balance be performed above 90% of rated thermal power to minimize '

measurement uncertainties that are exacerbated at lower power levels. New Hampshire Yankee has therefore proposed a change to its Technical Specifications to require that the precision heat balance for determination of Reactor Coolant System flow rate be performed before exceeding 95% of rated thermal power.

New flampshire Yankee has also proposed changes to the Reactor Coolant System flow rate requirement by specifying the thermal design flow analysis value instead of the currently stated flow value which includes measurement uncertainty. Additionally, this proposed change enhances operator flexibility in the selection of the instrumentation used for Reactor Coolant System flow rneasurement.

License Amendment Requeo 92-01 is supported by Westinghouse WCAP 13181, "RTD Ilypass Elimination Licensing Report for Seabrook Nuclear Station" (Proprietary). A copy of WCAP 13181 is enclosed in Section Vlli. New Hampshire Yankee has also enclosed in Section Vill a copy of WCAP-13193, 'RTD Bypass Elimination Licensing Report for Scabrook Nuclear Station * (Non Proprietary) ad Westinghouse authorization letter, CAW 92 255, necompanying affidavit, Preprietary Information Notice, and Copyright Notice. As WCAP.

13181 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations. Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CPR Section 2.790 of the Commission's regulations.

License Amendment Request 92 01 has been reviewed and approved by the NIIY Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

As discussed in the enclosed Licen:.e Amendment Request 92-01,Section V, the proposed changes have been determined not to involve a significant hazards consideration pursuant to the standards of 10CFR50.92. A copy of this letter and the enclosed License Amendment Request 92-01 have been forwarded to the State of New Hampshire State Liaison Officer pursuant to 10CFR50.91(b).

Additionally, NHY has determined that License Amendment Request 92-01 meets the criteria delineated in 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statement (see Section Vil, enclosed).

New Hampshire Yankee requests NRC review of License Amendment Request 92 01 and issuance of a license amendment by July 1,1992 (see enclosed License Amendment Request 92 01,Section VI). This schedule is proposed in- support of NHY's plans to implement the RTD Bypass System Elimination design change during the secocJ refueling outage which is scheduled to begin in September 1992.
