COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)
DOCKET NOS. 50-445 AND 50-446 AUTHORIZATION FOR USE CODE CASE N-496 Gentlemen:
The subject code Case was used to repair steam generator manway bolt hJle threads. However, code. case N-496 has not been adopted by Regulatory Guide 1.147 Rev. 8 dated Novemoer 1990, and prior authorization as required by 10CFR50.55a(a)3 and footnote 6.was not obtained by TU Electric.
A deficiency document was issued by TV Electric to document this deviation.
Notwithstanding the above, discussions regarding the subject code case between NRR and TV Electric, it is our understanding tnat the code case will be adopted by the applicable regulato y guide in its upcoming revision.
A comprehensi.e safety evaluation pursuant to 10CFR50.59 was performed by Westinghouse - Nuclear Safety Group prior to Helicoil installation.
It was determined that the use of the Helicoil screw thread inserts Jid not involve in unreviewed safety question.
Moreover, the installation of the Helicoil screw thread inserts did not require nor result in changes to the design of the steam generator or any other con'ponents.
ThE safety evaluation and other required documents are available at site for your review.
Pursuant to 10CFR50.55a TU Electric requests authorization for use of code case N-496 at CPSES Unit 1 and 2.
This Code Case will be used to repair bolt hole thrriJ( in ASME Class 1,2 and 3 components.
Helicoil threaded inserts wt;n in.6alled in accordance with Code Case N-496, will not reduce the level of quality and safety of the repaired components.
