10NTICELID NUCLEAR GENERATING P! ANT Docket No. 50-263 License No. DPR-22 Withdrawal of PRT License Amendment Request Dated March 1. 1974 Over the past three years, we have been evaluating the effects of the shif t in end-of-cycle scram reactivity.
In early 1974, we proposed to install a Prompt Relief Trip system (PRT) to mitigate the effect of the shift. After a series of written and verbal com:nunications with your staff, we agreed in our May 22, 1975 letter to amend or re-submit our description and safety evaluation of the PRT system by June of 1976 should it be required in Cycle 5.
We later stated verbally that we no longer intend to install this system. 'Ihis letter is to formally document the final status of matters related to PRT.
We have concluded that PRT is not a viabic solution to the end-of-cycle scram reactivity situation because of licensing difficulties and potential undesirable operating characteristics.
Engineering and licensing efforts by General Electric have been terminated and Northern States Pwer no longer intends to i
install the system at Monticello. Alternative means of dealing with the shift in scram reactivity are currently being evaluated. Any proposed action requiring your review in the future will be presented to you in a timely manner. Results frca Monticello transient analyses indicate that because of l
the 1::rge relief capacity and the amount of Iw exposure fuel l
at Monticello, no further action with respect to scram reactivity is necessary for the next two years and most likely for a third year.
