I am currently a Welding Inspector at the Catawba Nuclear Project.

Summarize your experience and qualifications.
A.
I graduated from high school in 1976 and attended Gaston College (North Carolina) for approximately two 1
1 years where I took courses related to electronics.
l In 1978 I started to work for Duke Power Company at the Catawba Project and three months later began l

radiography training in the Quality Assurance Depart-

ment.
After completing training, I was assigned to progressively higher positions until I became a radiographer in mid-1680.

position until April, 1982, when I began training to become a visual welding inspector, since becoming a visual welding inspector (in approximately July, 1982), I have received training in liquid penetrant and magnaflux testing.
I currently perform visual welding inspections as well as welding inspections using magnaflux, liquid penetrant and radiography.

Are you familiar with what is commonly referred to as the welding inspector concerns which were expressed in late 1981/early 19827 i
A.
In that I was net assigned to visual welding inspec-tion at that time, I have no specific, first-hand knowledge of these concerns.
Further, during this time I had no concerns regarding Quality Assurance.
- e, However, after this time I did have a specific concern related to harassment.
This concern was documented in my March 8, 1983 statement which is attached to this testimony.

Please summarize and explain your concern.
A.
As stated in the attached document, I feel I was harassed by a welder while I was,doing my job.
I might add that although I was harassed, it did not stop me from completing my inspection, writing an NCI (016417) on the problem I found (uncontrolled welding l

rods) and filing a harassment charge.
I also want to state that this incident did not change how I would or did conduct later inspections.

How were the NCI and harassment charge resolved?
A.
The NCI was resolved by disposing of the uncontrolled filler material and issuing a written reprimand to the welder.
With regard to the harassment charge, while it was determined that the conduct did not constitute " harassment" in a technical sense, the welder was counselled on his lack of professional behavior.

Did you approve any work as a result of harassment pressure that was unacceptable or of poor quality?
A.
No.

Except for this one harassment concern, did you or have you had any other concerns?
A.
No.

To whom did you express your concern regarding harassment?
A.
I initially informed my first-line supervisor, Beau Ross.
Afterward, Duke employees from OA supervision and management as well as personnel relations became involved and investigated the issue.

The fact that I felt I was harassed, while I did not like it and didn't think it was right, did not stop me from doing my job as a OA inspector.
