PHILADELPHI A ELECTRIC COMPANY . 50-353 AMENDMENT NO. 65 TO LICENSE APPLICATION OF PHILADELPHI A ELECTRIC COMPANY Applicant, Philadelphia Electric Company, hereby amends its Application in the above-entitled proceeding by deleting from the Physical Security Plan for Limerick Generating Station dated May, 1983, and revised August, 19 8 J,, the Title Page and page 10-1 and substituting therefor a revised Title Page and revised peges 10-1 through 10-7 dated May, 1984, which are filed herewith and incorporated herein by reference. Additionally, Applicant revises the i

Security Plan by adding thereto the following Figures and Drawings: E-10063-4; E-10142-13 EL 10143-Ir E-100b4-3; E-100bb-4 through E-10060-4 3 E-10147-1; E-10152-03 A-251(A): and BW-1; which are filed herewith and incorporated I herein by reference. ,

Pursuant to Sections 2.790 and 73.21 of the Commission's regulations, it is hereby requested that the revised Physical Security Plan pages dated May, 1984, and the added Figurou and Drawingu (hereinaf ter "the llevlulons") be withheld from public disclosure. In support of this request for withholding from public disclosure Applicant states:

The Revisions which are sought to be withheld from public disclosure contain details relating to the physical security plans for Limerick

The information set forth in the Revisions has been treated as

confidential and proprietary information and has been withheld from public disclosure by Applicant in accordance with Applicant's practice of treating all information dealing with the details of security plans and procedures and information which could be used to compromide the security and safety of its facilities as confidential and proprietary information.

The Revisions should be considered by the Nuclear Regulatory Commission as confidential and proprietary information and be withheld from public disclosure on the grounds that they contain Safeguards Information, they contain details relating to the physical security plans and procedures of a licensed facility, they contain detailed information which could be used to compromise the safety and security of the facility, such disclosure is not required in the public intereut, and such disclosure would adversely affect the interests of Applicant.
