contaminated with very low levels of licensed radioactive materials. The proposed incinerator will be located within the Site Area Boundary of the

VirgilC.SummerNuclearStation(VCSNS)andwillbededicatedtothe disposal of slightly contaminated oil from sources such as the reactor coolant pump motors.
The approval to incinerate contaminated oil _ at VCSNS was_ initially requested in a letter to your office dated January 4, 1990. This request was rejected by your Ictter dated May 17, 1990, primarily because the plans = appeared to bc too conceptual to support a review, and that no Technical Specification changes were included for establishment of-sampling analysis and dose limitations. This submittal addresses these comments, Please note that since Amendment Number 104 to the. facility operating license relocated the radiological effluent technical specifications to the Offsite Dose-Calculation Manual (ODCM) the changes to the lechnical-Specifications recommended by your letter dated May-17.-1990 have been proposed for the 00CM. These 00CM changes have been reviewed and evaluated under.the VCSNS 10CFR50.59 program.
Attached for your review are copies of the application which include the Cose Calculationsforthe011 incinerator.(Attachment 1)andthe-affectedpagesof theODCM(AppendixA).
