In a letter dated July 5, 1984, Licensee's counsel advised the Board that TMI-l could be physically ready to operate by the middle of July.
In its July 5 letter, Licensee also en~
closed two letters it had sent to the Staff on the steam gener-ator leakage recently detected at THI-1.

Operating License No. DPR-50 Docket No. 50-289 Steam Generator Tube Pluggine Update The purpose of this letter is to provide you with a current status '
of recent tube plugging efforts.
This information supplements the information provided to you by my letters of June 27, 1984 and July 3, 1984.
The status of recently plugged tubes is provided on the enclosed table.
The tabulated tubes have been plugged or dispositioned as not requiring plugging.
In addition to the above tubes, 5 Westinghouse rolled plugs (3 in the "A" OTSG and 2 in the "B" OTSG) were discovered missing from the lower tube sheets.
These missing plugs were discovered during a 100% reconfirmation that was performed as a result of the plugging problems identified in the OTSG upper tube sheets.
The 5 missing plugs are believed to be lost in the reactor coolant system probably in the reactor vessel.
Efforts are underway to determine the cause of the plugs being dislodged and the need, if ar.y, for retrieving them at this time.
Based on the above, the schedule suggested in my July 3, 1984 letter is ch.:nged.
No firm revised schedule for return to service has been established.
However, return to service 17 not expected before August 1984. We will inform you of our revised schedule as soon as sufficient information is available.

OTSG tunes PLUGGED SINCE JUNE 27 1984 0
OToG TUDE NUMilER PLUG TYPE REASON FOR PLUGGING A
i35-72 Welded plug UTS An adjacent tube (134-74) was plugged in error instead of tube 135-72. Tube 135-72 was plugged to correct the error A
148-35 Welded plug UTS Tube 148-35 was plugged previously.
The plug is believed to have been dislodged and relocated.to tube 65-38.
The plug was removed from tube 65-38 and a plug was re-installed in tube 148-35 as required.
p 80-45 Wolded plug UTS See letters dated June 27, 1984 Explosive plug LTS and July 3, 1984 B
_77-07 Explosive plug LTS A second explosive plug was installed in the LTS to correct a previously installed explosive. plug that was leaking.
n 79-41 Welded plug UTS This tube was plugged as a precaution Explosive plug LTS since it was leaking more than desired.
(See also letter dated July 3, 1984) u 70-08 Wolded plug UTS A re-review of the ECT tapes for the Explosive plug LTS approximately 70 " sample population" tubes identified a defect which had been present in previous ECT tapes but was missed during reviews because it was at the. threshold of ECT sensitivity.
Therefore, this tube was plugged as required.
