Dear Ms. Harris:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am providing the NRCs response to the recommendations identified in the U.S. Government Accountability Office (GAO) October 30, 2019, report, "Information Technology: Agencies Need to Fully Implement Key Workforce Planning Activities" (GAO-20-129).

In the report, GAO found that the NRC was the only agency that had fully implemented and maintained a workforce planning process and recommended that the NRC implement each of the seven key Information Technology (IT) workforce planning activities that were not fully implemented. The NRC agrees with the recommendations and has already taken actions to fully implement these key activities, primarily through the use of its annually-conducted enhanced Strategic Workforce Planning process in fiscal year 2019, by participating in the Chief Information Officer Council effort to build career paths and competency models for 64 IT security roles across the Federal government, and by using special hiring authorities. A summary of the actions to fully implement these activities is enclosed.
