TRAINING .

INTRODUCTION ,

The primary objective of the CCNPP Emergency Resoonse Training Program is to ensure -

adequate performance of expected functions by responding personnel, during emergency conditions. Personnel assigned to emergency response positions receive initial training through classroom instruction, walk-thru demonstration, etc. Trainee evaluation is based on drill performance and testing of subject matter knowledge, as appropriate.

1. TRAINING RESPONSIBILITIE5 1.1 Program Management The Emergency Planning Unit (EPU) and the Technical Training Unit (TTU) share program management responsibilities.

EPU - Maintains overall responsibility to ensure emergency response training is provided. Specific responsibilities include:

Identification of g3eenel requiring emergency response training.

Assisting TTU in Identification of training needs.

Providing TTU with feedback on training effectiveness and additionai training needs.

Preparation of lesson plans for positions Instructed by EPU

personnel.

  • Providing instructors for Key Personnel training.

Planning, conducting and evaluating drills and exercises.

TTU - Provides all team training for the program, including off-site support j agencies expected to respond during emergencies. Specific responsibilities include:

  • Identification of training netds.

j Preparation of all team lesson plans, handouts, etc.

Identification of training methods to be used.

  • Documentation of all emergency response training.
  • Assistance to EPU in controiling/ evaluating drills and exercises.

2. TRAINEE EVALUATION Trainees are primarty evaluated by drill performance. Subject knowledge may be tested through written examination. Criteria for evaluating trainee competencies are as follows: _

2.1 Performance Evaluation Drill evaluators appraise trainee actions against a written checklist of objectives. Performance is rated adequate or inadequate. Inadequate ratings require specific explanation of tramee deficiencies.

2.2 Subject Knowledte Evaluation Multiple choice exams developed from lesson plan content may be administered. Individual criteria for passing is at least 30%. Class criteria is 100% successful completion of individual criteria. Personnel scoring less than 80% receive additional remedial training, and are re-tested.

3. RECORDKEEPING ,

TTU maintains all records generated through emergency response training.

Training status is tracked by TTU. .

4. LESSCN Pt.ANS Emergency response training lesson plans are prepared for all formally conducted classroom training. Lesson plans are approved by the Supervisor-Emergency Plannmg, and are reviewed by the instructor for changes prior to eacn training ,,-

session.

3. INSTRUCTOR QUALIFICATION TTU Instructors - Certifled on basis of technical knowledge and instructional skills.

EPU Instructors - Qua11 fled on the basis of emergency response procedure knowledge and instructional skills.

6. PROGRAM EVALUATION Deficiencies are identitled during Investigation of inadequate trainee performance f during drills and exercises. Post-drill critiques during which evaluators and players comment, provide EPU with the basis for determining whether program deficiencies exist. As they are identifled, the deficiencies are assigned by EPU to the appropriate group for corrective actions, and are traced on an Open item listing
