Dear Dr. Murley in reference (a) pursuant to 10 CFR 50.90, Commonwealth Edison (Edison) proposed to amend Appendix A. Technical Specifications, of Facility Operating Licenses NPF-37, NPF-66, NPF-72 and NPF-77. The proposed amendment requested a change to Technical Specifications 3.0.4,4.0.3 and 4.0.4 and the Technical Specifications that are affected by these sections. The changes were requested and made per the requirements of Generic Letter 87-09, to remove unnecessary restrictions on operational mode changes and to prevent unnecessary plant shutdowns when surveillance intervals have been inadvertently exceeded.

In reference (b), the NRC staff made a request for additionalinformation. In reference (c). Edison responded to that request. Based on a conference call with NRR on March 21,1991 Edison reviewed the original amendment request and reformatted our request to allow for easier review and also provide additionalinformation to more adequately justify each change.

The purpose of this letter is to revise our request relating to Surveillance Requirement 4.2.3.5. Attachment A providos the revised specification, while Attachment B provides a detailed discussion of the change. Attachment C provides a discussion of the No Significant Hazards consideration specific to this change, and an Environmental Assessment isIncluded as Attachment D.
