April 10, 1984 MOTION TO WITHDRAW CONTENTION NH-21 By order dated June 30, 1983 the Board granted partial summary disposition on Contention NH-21 Protective Actions.

The Board by that same Order denied summary disposition of this contention,as to four spccific issues relating to on-site protective actions.

The Board restated the contention, limiting it to these fou'r issues:

}

Updated letters of' agreement with local fire, hospital a.

and ambulance services must be submitted to the NRC; b.

The Applicants must describe their capability for monitoring and decontamination of plant evacuees and their vehicles st the plant and at the off-site assembly area; B404130144 840410 PDR ADOCK 05000443

c.

The Applicants must list equipment and its location for individuals remaining or arriving on-site for respiratory protection, protective clothing and radioprotective drugs; and d.

A further description of first aid facilities j

including supplies, layout, capacity and access to decontamination capabilities must be provided.

The Applicant submitted to the Nuclear Regulatory Commission under cover of a letter dated January 18, 1984 revisions to the "Seabrook Station Radiological Emergency Response Plan."

Based on a review of those revisions, on discussions with New Hampshire Civil Defense staff and on representations of counsel for the Nuclear Regulatory Commission Staff', I have concluded that the remaining issues in contention NH-21 have been adequately addressed.

The State of New Hampshire, therefore, now moves to withdraw that contention, as restated by the Board in its Order of June 30, 1983.

Respectfully submitted, THE STATE OF NEW HAMPSHIRE GREGORY H.
