IE Bulletin 83-06 Non-Conforming Materials Supplied by Tube-Line Corporation The District has reviewed IE Bulletin 83-06 to determine if any ASME code class materials furnished by the Tube-Line Corporation are installed in safety-related systems at the Fort Calhoun Station.
Based on this review, it was deter-mined that while no ASME code materials were furnished by the Tube-Line Corporation, four Schedule 40 four-inch by three-inch concentric reducers of seamless carbon steel vere supplied to ASTM Specification A234.
These reducers were installed in the Fort Calhoun Station raw water system.
Although the ASTM specification for these reducers does not directly meet the categories of potentially deficient items listed in the IE Bulletin, the District believes that the same types of problems could exist with respect to this purchase.
The District plans to conduct a program to demonstrate that the reducers are suitable for the intended service.
In the event that this program fails to demonstrate the suitability of the reducers, they will be replaced using reducers of suitable materials.
If required and suitable fittings are available, this replacement will be accomplished during the 1984 refueling outage scheduled to begin in March 1984.
Otherwise, the replacement will be conducted during the first outage of sufficient duration after suitable reducers are obtained.

LIC-83-312 Page Two Continued operation of the Fort Calhoun Station until re-placement of the reducers during the upcoming refueling outage is justified by the following:
(1)
The reducers in question were installed as part of a modification completed in November 1981.
The system has been in operation over two years with no problems.
(2)
" Normal" operating conditions for the system would sub-ject.the reducere to a pressure of approximately 51 psig.
(3)
Under the abnormal condition of the raw water pumps pumping against a' closed header, these Schedule 40 reducers would be subjected to a pressure of only 90 psig.
(4)
After installation, the system was hydrotested at 190 psig with.no. leakage.
