My contentions are as follows:

1. The Ihbergency Plan does not provide appropriate energency neasures for a serious accident, i.e., that which fomerly was referred to as a Class 9 Accident. Tnis class accident would involve a containnent breach and/or core melt.
2. Tne lhergency Plan does not adequately make provisions for citi:: ens to protect thmceives fron the effects of the continuous releases--however snall--of low-level radiation. Tne p1m provides for no educati.on or physical safety measures on this facet of health and safety protection.
3. In preparin;; the Fr.orgency Plan, CP&L has neither sou;At, nor received the counsel and/or approval of those citicens -inose health, lives, and property will be most directly affected by the operat, ions of the Shearou !!arris helear Power Flant.

I have one further question, though it is not a contention. IIas the IGC carried out any long-term studies on the actual health effects of pro:cinity to an operating nuclear power plant? In other words, has the 12tC studied the health effects on people uho actually live uithin ten-twenty miles of a plant in the way that Sternglass studied Waterford, Connecticut? If no such stady has

been done, why not? If such a study has been done, nould you please tell ne uhere I can write to.get a copy of the results.

Tne utilities are cuick to disnics studies such as the one done by Sternglass, et. al.; yet how in good conscience car, they dicnisc ::ithout havin; their own or the lac's parallel study? Studies done in the laboratory and by projection ce neither convincing nor reassuring to those of us tio are or vill be living near an operating nuclear power plant.
