1.0 ' Introduction

~ ~

This document is the Oyster Creek Nuclear Generating Station (0CNGS)

' Annual Environmental Operating Report (AEOR) for 1983. It is submitted in accordance with Section 4.5.1 of the Oyster Creek Environmental Technical Specifications (OCETS).

OCNGS isLa single cycle, forced circulation, boiling light water reactor of 620 MWe maximum (summer) dependable net capability, owned by Jersey Central' Power & Light Company and operated by GPU Nuclear Corporation.

The OCNGS is-located in Lacey Township, Ocean County, New Jersey. The plant is: subject to a Provisional Operating License No. DPR-16 pursuant t

..to Docket No. 50-219. The date of initial reactor criticality _was

'May 3, 1969 and the commercial generation of power began on December 23, m 1969.

This'AEOR covers the period from January 1, 1983 through December 31,

-1983. The report is organized such that: Sections 2.0 and 3.0 correspond

~ to those same sections in OCETS. However, due to differences in the required reporting dates'of various studies conducted in accordance with

.0CETS,! reports of those studies have been or will be submitted under separate cover.and will not be duplicated in this report. In each of

-these instances, a confirmation of the filing of the required reports is provided in the appropriate sections of_the AE0R. All data which is otherwise required to be presented in the AEOR are included in this

-report.-

2.0 Environmental Monitoring

~

This Section of the AEOR outlines the various environmental monitoring-programs to be conducted under Section 2.0 of the OCETS, and provides

'the status of submission of reports on these various programs. The reporting requirements of the studies required in Section 2.0 do not coincide with the required due date of the AEOR.

Meterological ~ data are contained in the Semi-Annual Effluent Release

. Reports which were submitted on August 31, 1983 covering the first six (6)' calendar months of 1983 and on February 29, 1984 covering the last six (6) calendar months of 1983. This data is therefore incorporated by

-reference into this AEOR.

2.1 Biotic'- Aquatic Section 2.1.1 of OCETS specifies the following studies:

A. Impingement of Organisms

' l. Conventional. Travelling Screens

2. Fish Return System B Fish-Kill Monitoring Program The_-0CETS requires these studies be submitted annually in February of each year. These studies were submitted on February 29, 1984.

Since these reports were submitted under separate cover they are not-duplicated here.

3.0L Special Monitoring and Study Activities

=This Section of the AEOR presents the results of the two special monitoring and study-activities required by the OCETS.

3.1 'Woodborer Monitoring Program This program has reporting requirements which are different from the other OCETS programs. During the reporting periods the following submittals~were made.

.a) The 31st Quarter Report covering the period from November 21, 1982 to January 20, 1983 was submitted on March 15 1983.

b) The 32nd Quarter Report covering the period from January 21, 1983 to April 20, 1983 was submitted on June 1, 1983.

c)- 'The 33rd Quarter Report covering the period from April 21, 1983 to July 20, 1983 was submitted on September 12, 1983.

d) The 34th Quarter Report covering the period from July 21, 1983 to October 20, 1983 was submitted on December 2, 1983.

In-addition, as per OCETS, the annual report for the program will

'be' submitted by the end of.May 1984. Therefore, no results of-

.this program are presented herein..

4.1 - Summary of OCETS Non-Compliances During the reporting period there were four (4) Nonroutine

' Environmental Operating Reports filed with the NRC. These non-complia.. M were with the Limiting Conditions for Operation.

The non-compl ances-occurred prior to Amendment 66 to 0CETS which deleted the Limiting Conditions for Operation. Amendment 66 was 4

effective as of March 24, 1983; more information pertaining to amendment 66,can be found in Section 4.4 of this AEOR.

At this time, dilution pump 1-1 remained in service with the intake canal water temperature below 10.00C (50.00F). Dilution pump 1-1 was removedz from service at'0012 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> on February 12, 1983.

~ Corrective Action: Plant procedure 324 which covers dilution

pump operation.was revised to provide more explicit

-directions for dilution pump operation during shutdowns.

' 4.2 _ ' Summary of Changes Made to Federal and State Permit Which Pertain to the Requirements of OCETS

-There were no changes to Federal or State permits which impacted

-on OCETS during the reporting period.

L f4.3_ Summary of Changes in Station Design Which Could Involve an Environmental Impact The following changes were initiated or. completed during the report period. These changes will have a positive impact on the l' . environment by assuring compliance with the OCETS.

k 1)- Dilution pump 1-1 was'ccmpletely overhauled and tested.

E~ Dilution pump,1-2 was overhauled, but still required

-testing. Overhaul _of dilution pump ~l-3 was initiated.- In

-the seal and lube' oil systems 80% of the piping was replaced,

~

'new. pumps, auto strainers,; micron filters, duplex screens,

<and:2 seal and;1ube oil coolers were also installed.

h -2) Work was initiated on a fish sampling pool and trough.

3) Travelling screens were retrofitted with stainless steel basket' chains and baskets.

4) - Installed two (2) low pressure and two (2) high pressure screen wash pumps. Approximately 70% of the low pressure piping was installed.-

4.4 Summary of Changes to OCETS There was one change to 0CETS during the reporting period;

' Amendment 66 which became effective on March 24, 1983.

Amendment 66 deleted all Limiting Conditions-for Operation, Thermal Plume Analysis, Hydrographic Analysis and other Ecological Studies or requirements since these items are required by other regulatory bodies.
