References:

1. CLNRC 83-0028 dated May 28, 1983 2 ULNRC-763 dated March 12, 1984 Reference one provided the final Significant Deficiency Report (SDR 83-07) concerning Callaway and Wolf Creek Type DS-416 Reactor Trip Switchgear breakers manufac-tured by Westinghouse. Reference one indicated that replace-ment DS-416 reactor trip breaker undervoltage attachments (UVTA's) of acceptable design would be installed at Callaway prior to fuel load. This letter provides notification of a delay in the schedule for replacement of UVTA's at Callaway.

Westinghouse has reported that the UVTA's for the bypass breakers will not be available for installation at Callaway until May, 1984. The UVTA's for the main reactor trip breakers will be installed prior to fuel load.

Justification for interim operation until replacement undervoltage trip attachments can be fabricated, shipped, and properly installed on the bypass breakers,is based on the following: .

(a) Callaway control room operators have been alerted to the potential for mis-operation of the bypass reactor trip switchgear due to possible malfunction of the undervoltage attachments.

(b) The indications available to detect failure of the rods to insert into the core following a demand signal from the automatic protection system have been re-emphasized to the operating staff.

$17 (c) The manual reactor trip options c7ailable in the existing emergency operating procedures have also been re-emphasized. These procedures contain diverse methods of tripping the reactor which do not rely on the undervoltage trip attachment.

(d) The operating staff will visually verify after oper-ation of the bypass reactor trip switchgear that retaining rings are located on the grooved ends of the two undervoltage pivot shafts identified in the attached figure. This will provide increased confidence that the shaft will not disengage and that the attach-ment will be operable for the next trip demand. After installation of the, replacement DS-416 undervoltage trip attachments, the requirement to visually verify the presence of retaining rings after operation of the bypass reactor trip switchgear will be eliminated.

(c) .The bypass breakers are racked in and closed only during testing of the main trip breakers. Since this is the only period that they would be called upon to provide a protective action and since this period is of short duration and administratively controlled, Union Electric feels that interim operation is justified.

This justification was also submitted to NRR via reference two in response to Section 4.1 of Generic Letter 83-28.-
