Niagara Mohaak has reviewed be purchase orders for Nine blite Point Unit #1 placed with all of de companies listed in Buttelin 83-07 and Supplement I and has determined dat we have received no materials originating from Ray Slitter through any of the intermediaries listed.
We have determined that one purchase order aus placed in 1974 with de Ray blitter, Inc., Chartston West Virginia branch office thtough Nisco, a contractor den warh.ing on a modification to the offgas system at Nine blite Point Unit #1.
The purchase order'aus for eight non-safety related one-half inch 304 stairiess steel, schedute'80, pipe caps. Three of ucse were instatted on unused s. tem teakoff connec-tions on manual valves in the offgas system. The offgas system is not classified as "important to safety" and uese pipe caps are not part of de offgas pressure boundary.
No documentation exists showing use of de remaining 5 pipe caps.
They are not in stock, and we have concluded that uey were exther dr,s-carded, used in a system not "important to safety", or removed from.the site by Nisco.

1 The pwtchase order aus placed in 1974, ptior to the time of known falsification by Ray blitter (1975-1979);
and 2.
This purchase ordet aus not listed in Bulletin 83-07 as having been a falsified order; and 3.
This equipment aus purchased as "non-safety related",
and therefore, there is an extremely low ptobabilihj that the unaccounted for 5 caps were used in a safety retated system; and 4.
The pipe caps are only I/2" noninal size, we conclude the falsification of material certifications by Ray blitter, Inc. has no sigraficant impact on the safe operation of Nine blite Point Unit M1.
The NRC also requested a review of the general concerns ptesented in Bulictin 83-07. The existing NMPC program for procurement control of safety related materials such as piprng and frttings includes the follow (ng atttibutes:
1.
Procurement only from vendors qualified by audit by the NMPC QA Department or its agents. Many of.the apptoved vendons are also ASME certificate holdens.
2.
QA review of ait chemical, physicai. test reports and cettifications against the applicable codes and standards to assure compliance.
3.
QA physical receipt inspection.
4.
QA audit of installation contractors to assure impte-mentation of this same ptocess of controts for conttactor purchased materials.
Controls of.this type, aiong with publication of.the conviction a Ray blitter, Inc. employees,. help assure this type of falsification be ninimized in the nuclear industry.
Approximateiy 400 manhours were spent in preparing the response to this buttetin.
