Dear-Mr. Keppler:

INTERIM 10 CFR PART 50.55 (e) REPORT NO. U-59 INCONSISTENT INSTRUMENTATION INSTALLATION AND INSPECTION On July 27, 1983 Union Electric Company advised Mr.

Julian Hinds of the NRC of a potential significant deficiency reportable under 10 CFR 50.55(e).

The potential deficiency

' concerns the fact that our constructor's program for the in-stallation and inspection of instrumentation may not have been consistently applied to safety-related control valve access-ories and vendor supplied safety-related HVAC instrumentation.

As a result, work control and inspection documents were not generated for these items.

Thirteen airsets and one trans-ducer associated with certain safety-related control valves are affected.

In addition, the following safety-related HVAC instrumentation may be affected:

a)

Pressure differential indicator switches b)

Pressure differential transmitters c)

Radiation elements d)

Thermowells The full extent and effect of this potential defi-ciency have not yet been determined.

An analysis of the af-fected safety-related control valve accessories has determined that these items do not constitute a significant deficiency as a significant repair is not required to meet the criteria and basis defined in the PSAR.

accessories were. released for testing until the status of the items had been established.

This report serves as an interim report on this subject.

We expect that a final report will be issued and submitted by April 11, 1984.
