Dear Sir:

This letter is to advise you that Philadelphia Electric Company is requesting a change from the orginally scheduled PBAPS emergency oreparedness exercise dates of June 1984 and 1985.

As a result of consensus reached among the participants at the FEMA Region III scheduling conference for CY84 and CY85 RERP exercises held January 10, 1984, PECo's PBAPS exercise was rescheduled.

Correspondence relating to that meeting is attached.

Participants in the meeting included Nuclear Regulatory Commission, Federal Emergency Management Agency, Pennsylvania Emergency Management Agency, Maryland Emergency Management and Civil Defense Agency.

The proposed exercise schedule exceeds the exercise frequency as set forth in 10CFR 50, Appendix E,Section IV F and NUREG-0654/ FEMA REP l-Rev. 1.

However, we believe the proposed schedule of October meets the needs of NUREG-0654/ FEMA REP l-Rev.1 by providing for an exercise under various weather conditions and would provide for more variety in the emergency planning parameters that would be used by the on-site and off-site emergency response organizations.

The 1982 and 1983 annual exercises were conducted under summer conditions.

Additionally, the extension of time to ccnglete the exercise will allow inclusion in Maryland off-site olans of recently received FEMA comments.
