Dear Mr. Tuckman:

By letter dated September 30, 1994, as supplemented by letters dated May 12 and July 25, 1995, you submitted the subject topical report for review. The staff has completed its review of this report and har provided the enclosed

-preliminary Safety Evaluation (SE).

Since the topical report contained a significant amount of proprietary information, some of this information was required to be included in the SE.

You are requested to review the enclosed preliminary SE and identify any proprietary information by mark-up of the SE.

Your review should be limited to identifying proprietary information only.

No affidavit is required to certify the proprietary nature of this information, as it is covered by your affidavits dated October 3, 1994, and July 25, 1995.

The enclosure to this letter should be controlled and distribution limited to personnel with a "need to know."

The enclosure is considered exempt from public disclosure in accordance with Title 10 of the Code of Federal Regulations, Section 2.790.

However, a copy of this letter, excluding the enclosure, will be placed in the NRC Public Document Room.

Please return the marked up copy of the SE for final processing and distribution.
