Docket Mos. 50-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 This letter provides the Southern California Edison (SCE) response for San Onofre Units 2 and 3 to IE Bulletin 83-07 including Supplements 1 and 2: "Apparently Fraudulent Products Sold by Ray Miller, Inc." Action Items 1 and 4 of this IE Bulletin 83-07 require the following:

1. Identification of Ray Miller, Inc. customers who supplied materials or services to San Onofre Units 2 and 3.
2. Determine if any apparently fraudulent Ray Miller materials were provided to or used at San Onofre Units 2 and 3.
3. Determine whether any of the apparently fraudulent material supplied i to San Onofre was installed in safety-related systems or is still in stock.
4. Evaluate the safety significance of the presence of Ray Miller, Inc.

material and determine the disposition of the installed materials and all material still in stock.

5. Provide a written report describing the results of the above action items to the Regional Administrator within eight months of the date l of this bulletin which was issued on July 22, 1983.

Action taken in response to IE Bulletin 83-07 has included extensive corporate and jobsite investigations by SCE and our principal contractors, Combustion Engineering (CE) and Bechtel Corporation (Bechtel). These

. investigations included review of approved vendor lists and purchasing records, and no evidence was found to indicate that any Ray Miller, Inc.

materials were provided to or used at San Onofre Units 2 and 3. No material has been purchased for San Onofre Units 2 and 3 directly from Ray Miller, Inc.

In addition, significant efforts have been made to determine if any material from Ray Miller, Inc. has been shipped to San Onofre Units 2 and 3 through sub-tier vendors. CE contacted its 500 CE nuclear vendors and 360 responded. Based on these 360 responses, it was determined that there was no Ray Miller material utilized on SCE components. Bechtel sent letters to 455 suppliers, and 319 replies were received. Based on these 319 replies, it was determined that no Ray Miller Inc. material was utilized on SCE components.

Every reasonable effort to obtain a response from the delinquent suppliers including follow-up visits and telephone calls have been made with little success. Reasons for lack of response include suppliers no longer in business, the amount of effort or man-hours required to conduct a search, no intent to respond, etc.

Based on the significant effort that has been made and finding no Ray Miller, Inc. material to have been shipped to San Onofre Units 2 and 3, it is SCE's opinion that the investigation indicates the possibility of any Ray Miller, Inc. material being installed in San Onofre Units 2 and 3 is very remote.

In conclusion, SCE is terminating this investigation and considers this matter closed.
