Perry Nuclear Power Plant Docket Nos. 50-440; 50-441 Synchronization Between Standby Diesel Generator and Alternate Preferred Power Source [RDC 97(84)]
Dear Mr. Keppler:
This letter serves as the interim report pursuant to 10CFR50.55(e) on the design deficiency concerning synchronization of the standby diesel generator and the 61 ternate preferred power source. Mr P. R. Pelke of your office was notified on February 16, 1984, by Mr. B. D. Walrath of The Cleveland Electric Illuminating Company (CEI) that this problua was being evaluated. This discrepancy was identified during a safety system fur.ctional capability review being performed for CEI by CDS Associates.
This report contains a description of the deficiency, planned corrective action and the date for filing of the next report on this subject.
D-acription of Deficiency FSAR Section 8.3.1.1.3.2.7d states that the standby diesel generator cannot be synchronized with the alternate preferred power source from the diesel generator room.
The design allows for this synchronization, but does not provide for local frequency indication of the alternate preferred source.
If synchronization was attempted between the alternate preferred power source and the standby diesel generators when they are out of sync, resultant loss of diesel generator supplied class IE power could occur.

2-March 16, 1984 Mr. Jamme G. Keppler Corrective Action Gilbert Associates, Incorporated, our Architect / Engineer, is currently nvaluating the as-designed condition which allows the synchronization between the alternate preferred power source and the standby diesel generator. They will determine if design and/or FSAR changes are necessary to effect safe systen operation and obtain consistency.
