Dear Mr. Denton:

On November 1-4, 1983 the NRC staff conducted a fire protection site audit at Catawba. One of the discussion topics during this audit was the compocition of the fire brigade.

The primary Fire Brigade consists of five members. One is the Operations Assistant Shift Supervisor who is the designated Fire Brigade Captain.

The other four members are members of the Security Force. They are trained for fire fighting and are designated on the shift roster as Fire Brigade Members at the beginning of each shift.

To cover the requirement that at least two member: of the Fire Brigcda have sufficient knowledge of systems, two Operations Nuclear Equipment Operators are assigned as Technical Assistants to the Fire Brigade (not members of the Fire Brigade). The Nuclear Equipment Operators have no other operations duties during times of fire emergencies or drills..The station Safety Supervisor serves as the Chief of the Fire Brigade.

As agreed during the audit, the organization described meets the intent of Appendix R and supports the objective of relieving Operations personnel from administrative duties. Furthennore, we believe that nuclear safety is enhanced with this organization in that more operations personnel are able-to focus on the safety consequences of a fire while trained security personnel fight the fire.

It is therefore requested that the staff document approval of the. proposed fire brigade organization.in a supplement to the Catawba Safety Evaluation Report.
