Gentlemen By letter dated September 16, 1994, (Serial Number 2247) Toledo Edison (TE) submitted a response to Nuclear Regulatory Commission (NRC)

Generic Letter (GL) 89-10, supplement 6, describing its plans for completion of the initial Motor Operated Valve (H0V) test program for the Davis-Besse Nuclear Power Station (DBNPS). In this letter, TE committed to complete initial MOV testing by the end of the ninth refueling outage (9RFO) and subsequent analytical work would be completed by April 1, 1995.

In November and December 1994, the NRC inspected the DBNPS H0V program and documented the results of that inspection in Inspection Report 50-346/94012 (DRS) dated January 24, 1995 (Log Number 1-3536). In this report, the NRC acknowledged that the initial MOV testing had been completed during 9RF0, however, the NRC noted several weaknesses associated with the quality of the engineering work.

As mentioned above, TE's current commitment date for completion of follow-on items is April 1, 1995. However, as a result of the recent NRC inspection, TE has re-evaluated the scope of the follow-up effort 040101

~ LPage 2 and in order to sufficiently address the weaknesses identified in.the NRC's inspection report, additional time is required. Toledo Edison

-plans to perform additional reviews and conduct a self. assessment of the closeout documentation prior to submitting the-final notification of program completion as required ~by Generic Letter 89-10. The additional reviews and assessments will be completed by October 1, 1995. However, this program extension will not alter TE's commitment to complete all-corrective actions no later than the end of the tenth refueling outage',-as described in the September 16, 1994 letter. The tenth refueling outage is currently scheduled to begin in April 1996.
