Supplemental Response to NRC Generic Letter 89210, " Safety-Relate'd

Motor-Operated Valve (MOV) Testing andLSurveillance"(TAC No.~ M75654))
Gentlemen By letter dated January 5, 1990 (Serial Number 1748), Toledo' Edison submittAd.
its response to NRC Generic-Letter 89-10, whichLdescribed the~ testing. program-for safety-related MOVs at the Davis-Besse Nuclear: Power Station (DBNPS).,(In-a letter dated August 8, 1990-(Log Number'3300) pthe NRC staff < requested-that Toledo Edison provide an estimated
- schedule [for completion *of the-initial-~MOV testing program for the DBNPS; This letter provides,the requested information.
NRC Generic Letter 89-10, dated June 28, 1989,' recommendsithat the initial MOV; testing program be completed within 5 yearstor 3 refueling outages of,the'date of the generic letter. However, due to the expected scope'of in-situ design:
basis testing and difficulties in establishing the.necessary. plant conditions for full-flov and maximum' differential. pressure' testing during plant'
{
operations, Toledo Edison vill not: meet'the' recommended schedule. Toledo Edison estimates it vill complete'in-situ M0V.-te' ting-at design basis s
conditions prior to startup-from the 9th refueling; outage as specified below.
The 9th refueling outage is currently scheduled for;the FalliofJ1994.
It is noted that the above scheduled completion 1dat'e is based upon'the selection of an.MOV-test' population using the'following guidelines:
1.
Design basis differential pressure:and. flow cannot be established during in-situ testing for some MOVs and prototype testing is not possible without' removing the MOVsifrom:the plant'4 Engineering analysis based? upon: ths. best; available test dataLvill' be -
.used-to determine.the required Avitch settings 3for!these'MOVs.
2..'All MOVs in' multiple-train < systems;with;identicalefunctions.that are-subject :to identical = design hasis' conditions: vill not:be tested at a idesign basis'flov.'and(differential: pressure'.-tin'many of these cases, Toledo Edison intends'to' test'only one MOVJfrom each setLof valves.
meeting this criterion.
