The purpose of this letter is to inform the NRC staff of a schedular change regarding enhanced stability monitoring provisions GPU Nuclear intends to implement to avoid power oscillations. The provisions are described in Reference 1 in response to item 1.b of GL 94-02 and are on page 2. In brief, they are 1) a change to the power / flow map exclusion region,2) the addition of a buffer region to the map,3) an associated change to the SPDS display and,4) related procedural changes. In Reference 1, we indicated that these changes were scheduled to be implemented in June 1995. In order to complete our preparations to implement the changes and incorporate them into our licensed operator training program at an appropriate time in the training cycle, it is necessary to reschedule implementation to December 1995.

t 9 I August 10, 1995 C321-95;2206 Page 2 As discussed in Reference 1, the provisions for enhanced stability monitoring are measures we believe prudent but are in addition to the final stability resolution (APRM detection and suppression) for Oyster Creek approved by the NRC in Reference 2. Existing procedural controls (ICAs) will be maintained until the enhanced monitoring provisions are implemented.
