Duke Power Company Catawba Nuclear Station Response to Violation 413/83-52-01, 414/83-39-01 Violation: 10 CFR 50, Appendix B, Criterion II, as implemented by the licensee's accepted QA' program which committed to Regulatory Guide 1.146 and endorses ANSI N45.2.23-1978, Qualification of Quality Assurance Program Audit Personnel for Nuclear Power Plants, requires the licensee to establish qualifications for auditing personnel. Paragraph 2.2 of ANSI N45.2.23-1978 is explicit in requiring the licensee to establish personnel qualifications for auditors. Contrary to the above, the licensee had not established written quali-fications for auditors. The licensee's Procedure QA-130, Qualification and Training of Lead Auditors, Revision 8, specifies the minimum qualifications for Lead Auditors but does not address auditors.

Response

1. We admit the violation. 2. Cause of. violation was failure to establish written qualifications for auditors as required by Paragraph 2.2 of ANSI N45.2.23-1978. Our present program of qualifying auditors met the intent of N45.2.23-1978, but was not stated as such in Duke QA Procedure QA-130, " Qualification and Training of Lead Auditors." .3. Action taken to correct this violation has been to revise Duke -QA Procedure QA-130, to fully meet the requirements of ANSI N45.2.23-1978. 4. Revision '9 of Duke QA Procedure QA-130 shall assure that Duke's written qualifications for Auditors and Lead Auditors is-in full compliance with applicable regulations,

codes, and. standards.
