Dear Dr. Murley:
In the letter of Reference (a) Commonwealth Edison Com 3any (CECO) indicated an operabliity assessment process and Design Basis teconstitution effort had been initiated for the byron Ultimate Heat Sink (UHS). These actions were taken based on the existence of two incorrect assumptions in the original UHS analyses and CECO's intent to eliminate any uncertainty in the design bases of the UHS. The operability assessments assured continued conservative and safe operation of the Byron Station UHS while the Design Basis Reconstitution effort progressed in the letter of Reference (b) CECO withdrew its proposed amendment application to modify the UHS Technical Specifications. In subsequent teleconferences and meetings with both Region lli and NRR representatives of the NRC, CECO committed to complete a Final Operability Assessment by November 1.1,1991
- deliver a final report summarizing the UHS Design Basis Reconstitution eboits by January 11,1991. The Final Operability Assessment was completed in November of 1991 and the enclosed
" Byron Station UHS Design Basis Reconstitution Final Report," dated January 9,1992, satisfies the second commitment.

Dr. T.E. Murley 2-January 9,1992-An application for amendment will be submitted to the Nuclear Regulatory Cornmission by April 1,1992. The process of reconciling descriptive entries made in the UFSAR with the findings of the reconstitution effort ls underway.
Safety Evaluations will be performed for all permanent changes made to the UFSAR description, The UFSAR revisions will be completed by Mm 18,1992.
An information Only copy of the changes will be sent to the Commission by June 1,1992 and issuance of the changes to controlled copy holders of the UFSAR will occur during the annal update of the UFSAR in December of 1992.
