Your January 4, 1984 letter accurately summarized many re-l views, discussions, meetings, and correspondence which have i
transpired since the submittal of our original RETS proposal I
on March 30, 1979.
Although much progress has been made in the interim five years to resolve differences and design an effective program, this complex and many faceted project cannot be satisfactorily resubmitted within the sixty days requested in your January 4, 1984 letter.
Over the last two months, the District has assessed the possible economic impact of the RETS issue.
The attached schedule for another submittal is based upon the resu)ts of that assessment and the District's manpower requirements for the 1984 refueling outage.

'The District desires that the next submittal contain specifi-cations which will resolve the remaining issues for RETS re-lating to the Port Calhoun Station.
This submittal will in-clude those Technical Specifications, in accordance with Draft 7 of NUREG-0472, which the District believes will re-duce effluents from the Fort Calhoun Station and further will satisfy the requirements of 10 CFR 50.36a.
