This inconsistency was pointed out to CPCo personnel who will perform +.he required -

research and take corrective action. .

Explanation: As described in CIO Weekly Report No. 25, while investigating this item, it was determined that the governing document for installation of the support components is described on an Interoffice Memorandum dated 5/4/79, from A. J. Boos to Field Engineers and Mechanical Supts. Since the portion of the instrument air system in consideration is Non-Q the hardware portion of this item was referred to CPCo for resolution. DESIGN CHANGE CONTROL FILE 5.3 SERIAL 27286 Stone and Webster has raised the question of whether memoranda (IOM, REM, etc.)

are being used for clarification or md81fication of project technical require-ments when more formal means (FCR, FCN, SCN, etc.) should actually be used.

Attachment 1 makes a reference to this subject. This attachment is a page from the 12/8/83 Public Meeting minutes as transmitted by Stone and Webster to the NRC'(J J Harrison) on 12/15/83. Attachment 2, from CIO Report 24, was the first reference to this subject and relates to the same dielectric spacer issue noted in Attachment 1. Attachment 3, from CIO Report 25, also addresses this issue.

In addition, QAR RA-00062 has recently been issued which includes examples of the use of IOMs to correct or modify FCR/FCNs. These were noted during the -' '

FCR/FCN resolution process.-

This subject has received attention at the last two public meetings. Consumers Power has assured the NRC that project procedures do not allow the use of IOM, REM, etc. in lieu of formal design change documents.

I am requesting that you confirm this position and conduct whatever review you feel to be appropriate to verify that " informal" design change practices are

-not being used.

Please provide me with a written response prior to 2/7/84 so that we can have ap response available for the next public meeting.
