Pursuant to 10 CFR 50.4 and 50.90, attached are proposed license amendments to Appendix A, Technical Specifications, of Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively.

Effective November 1, 1991 Duke Power Company implomonted a reorganization that essentially decentralized the corporate management of nuclear activitics to cach of the nuclear sitos.

In meetings with your staff on October 30, 1991, we discussed the new organizat3onal structure and its Itsultant'bonefits on overall plant safety and-officiency.

At that time we also discussed our plans to:roviso the documents that assigned specific corporate responsibilities and functions.

We are in the process of revising the Duke Quality Assurance (QA)

Topical Report, using the guidance provided-in Standard Review Plan (SRP) Section 17.3. We will soon be issuing as a special update to cach FSAR, a revised Chapter 13, " Conduct of Operations".

As soon as we have the revised FSAR, the revised QA Topical.

Report and the Technical Specification revisions-in place, we can proceed with the revision of other administrativo documentation.

Your timely consideration of this request will'certainly help us hasten the completion of this_ transition.

Attachment 1 contains the proposed Technical Specification changes. Attachment 2 contains the summary' and justification for the proposed changos. Pursuant to 10 CFR 50.91, Attachment 3-provides the analysis performed in accordance with the standards contained in 10 CFR 50.92 which concludes that the_ proposed amendments do not involve a significant Hazards cor.)ideration.-

Attachment 4 consists of draft revised FSAR Chapter 13 pages, l

which describe in detail managerial functions and responsibilities. It is being provided here for your use in reviewing the proposed Technical Specification revisions.

I request a 30-day grace period for this proposed change to becomo effective following NRC approval in order to allow the orderly revision of existing implementing documents.
