Dear Mr. Denton:
In the third paragraph of Reference 3 above, the possibility of welded piping attachments being located close to eliminated arbitrary intermediate breaks was addressed. Because of continuing NRC concerns related to welded attachments, we are herein providing a clarification of Reference 3 by replacing the third paragraph of this reference with the following statement:
" Welded piping attachments, other than shear lugs, will not be located in the proximity of any eliminated arbitrary intermediate breaks."
