The current exerciss scope subrnitted to you on October 14,1991, indicated our intention to conduct the exercise unannounced. This action was discussed with NRC Region 11 staff carlier tNs v9sk.

The decision to announce the exercise is Lused on the need to allow proper scheduling of resources v.3sociated with the unplanned North Arma Steam Generator inspection outage. Aciditonalty, the Commonwealth of Virginia has received a wa'ver from FEMA for their exercise to be unannouncad based upon the Alert emergency that took place on February 25,1999. A copy of correspondence from the State to ykginia Electric and Power Company is enclosed for your reference.
