Dear Dr. Morris:

It is reported that Carolina Power & Light Company failed to comply in all respects with the requirements as outlined in Section 3.9.1.4b of the II. B. Robinson Unit No. 2 Technical Speci-fications.

At approximately 1:00 p.m. on February 1,1971, the radioactive liquid waste release monitor was removed from service during a liquid waste release from a monitor tank. The liquid waste release monitor was removed from service by a technician in anticipation of removing the detector volume chamber for cicaning. d jc Approximately 300 gallons of liquid was released while the monitor 36' jAgf was inoperabic. The incident was reported.to Compliance, Region II and was the subject of a Plant Nucicar Safety Committee meeting.
