Dear Dr. Morris:

It is reported that Carolina Power & Light Company failed to comply in all respects with the requirements as outlined in Section 3.9.1.4,a of the H. B. Robinson Unit No. 2 Technical Specifications.

At approximately 10:25 a.m. on February 7,1971 a release of i 802.2 gallons of liquid was started from Waste Collecting Tank "A". The release permit indicated that Waste Collecting Tank "A" contained 9.2 x 10-5 ue/ml and 0.3275 mei gross activity and 1.709 x 10-3 uc/ml and 0.0060 ci total tritium activity. At 11:30 a.m. it was discovered that the release had been accomplished without a Unit No. 2 circulating water pump in ser-vice as required by the Technical Specifications. During the time of the release, Unit No. 1 circulating water pump and two Unit No. 2 service water pumps were in operation. The dilution flow was therefore 70,000 gpm instead of the intended 167,000 gpm. With the reduced dilution flow the l activity after dilution was 2.63 x 10-8 uc/cc and was well below the MPC l of 1 x 10-7 uc/cc. '

Corrective action consisted in reviewing with all operating personnel the necessity of following in detail approved administrative procedures. In addition, the liquid waste disposal release permit is being revised to include "No. of Circulating Pumps Operating."
